CLEVELAND -- High water is receding after heavy rains Tuesday caused major problems across northeast Ohio.There are still some problem spots, however. The Interstate 480 westbound ramp to West 140th Street is closed, and the I-90 east lefthand lane from Superior to the Innerbelt curve is also closed.Another area of I-480 that was closed earlier has since reopened, according to the Brooklyn Heights Fire Department. The highway is now open in both directions beneath the Tuxedo Road overpass.The Ohio Department of Transportation said most of the highways experienced flooding and closures during a storm that brought about 2 inches of rain in an hour to the area.A NewsChannel5 photographer said that Interstate 480 eastbound at the Brookpark Road entrance ramp was under water. He said at least four cars were submerged in the water.NewsChannel5's photojournalist Dave Hatala said one man was taken away on a stretcher.Motorists were being forced to exit I-480. He said traffic was able to enter I-480 from the Jennings Freeway.He also said that emergency crews in Valley View had to use inflatable rafts to rescue a woman from the top of her sport utility vehicle. They got her to side of road and then to safety.NewsChannel5 reporter Deborah Lee said that there were several submerged vehicles at West 130th Street and Brookpark Road. Water is receding in that area.In Cleveland, Payne Avenue was closed at East 40th Street because of flooding. A car got stuck in high water at the underpass.Interstate 77 was shut down for a couple of hours between I-480 and I-490 Tuesday. It has since reopened.Flooding near Cleveland Hopkins International Airport forced officials to stop all flights for 22 minutes while the storm moved through. Passengers should check with their airlines before going to the airport.A few other roads have also reopened.Brookpark Road between State and Ridge roads has reopened. Also, West 130th Street between Hummel and Brookpark and Snow and Stumph were closed because of high water but have reopened.The right lane of Interstate 71 southbound was closed at the West 140th Street underpass.The entrance ramp onto I-71 soutbound from West 25th Street is closed. Officials said there was out 24 inches of rain ponding on the roadway.The right lane on I-90 from Lakeside to the Innerbelt Bridge remains closed because the roadway pavement has buckled.About 3 feet of water was reported at Deadman's Curve. There were also several inches of rain ponding along the Shoreway.Manholes were lifted in Parma because of flooding that hit northeast Ohio Tuesday morning. Officials said manholes along Snow and Broadview will have to be put back in place. In Berea, Sheldon and Eastland roads were also closed.Flooding was reported on East 55th Street near I-90. Motorists are encouraged to reduce their speed because a half inch of water can cause vehicles to hydroplane.In Gates Mills, a tree fell across utility wires and Chagrin River Road. The road is closed near 481 Chagrin River Road between Riverview Road north and Riverview Road south. Some residents are without power. Motorists should avoid the area if possible. The Gates Mills Service Department and public utilities crews are working to clear away the fallen tree.This is Cleveland's second big downpour in five days. On Thursday the city got more than 3 inches in a one-hour torrent.
